Upper Upscale Hotel Projects in Europe Reach Record Highs at Q3 Close

According to the Q3 2025 Europe Hotel Construction Pipeline Trend Report from Lodging Econometrics (LE), at the close of the quarter, the region’s total pipeline stands at 1,666 projects/245,705 rooms and remains relatively unchanged year-over-year (YOY).

Claiming 45% of the projects and 46% of the rooms in the total pipeline in Europe at Q3, projects currently under construction stand at 749 projects/113,306 rooms. Projects scheduled to start construction in the next 12 months account for 359 projects/54,283 rooms, making up 22% of both projects and rooms. Projects in the early planning stage comprise 558 projects/78,116 rooms, accounting for 33% of the projects and 32% of the rooms in the total pipeline. The early planning stage represents a 10% increase in projects and an 8% increase in rooms YOY. Additionally, at the close of the third quarter, new project announcements (NPAs) rose in Europe, up 3% by projects YOY to total 96 projects/11,108 rooms.

At the Q3 close, Europe’s hotel construction pipeline continues to be led by projects in the upscale chain scale with 357 projects/55,136 rooms, showing an 8% increase in projects and a 6% increase in rooms YOY. The upper midscale chain scale follows with 300 projects/43,721 rooms. The upper upscale chain scale reached record highs this quarter with 287 projects/45,885 rooms, representing a 7% increase in projects and a 4% increase in rooms YOY. Combined, the top two chain scales by project count, upscale and upper midscale, account for 657 projects/98,857 rooms, representing 39% of the projects and 40% of the rooms in Europe’s total construction pipeline.

Construction starts at Q3 stand at 92 projects/11,203 rooms, showing an 11% increase in projects YOY. Combined, hotel renovations and brand conversions total 667 projects/87,640 rooms, showing a 5% increase in projects and a 7% increase in rooms YOY.

The leading countries in Europe’s construction pipeline are the United Kingdom with 277 projects/39,402 rooms, Germany with 152 projects/26,456 rooms, Turkey with a record high project count of 140 projects/19,866 rooms, France with 114 projects/11,097 rooms, showing a 9% increase in projects YOY, and Portugal with 108 projects/13,326 rooms.

The cities with the largest pipelines are London with 76 projects/14,169 rooms, Istanbul with 49 projects/7,403 rooms, Lisbon with 38 projects/4,223 rooms, and Tashkent with 30 projects/5,080 rooms, showing a 30% increase in projects and a 28% increase in rooms YOY, and Dublin with 24 projects/4,455 rooms.

Through Q3 2025, Europe opened 195 new hotels accounting for 23,459 rooms. LE’s forecast for new hotel openings expects an additional 105 new hotels/14,041 rooms to open in Q4, bringing the year-end total for 2025 to 300 new hotels/37,500 rooms. Looking ahead, LE predicts continued growth in new hotel openings with 338 new hotels/47,694 rooms scheduled to open in 2026, and 350 new hotels/47,987 rooms expected to open in 2027.
